尖山星海，唯美大连。2026年POMS中国暑期学校由国际生产与运营管理学会（POMS）和中国优选法统筹法与经济数学研究会主办，东北财经大学、中国“双法”研究会高等教育管理分会、辽宁省公共管理研究生创新与学术交流中心和教育部“大数据背景下的经济政策与运行”高等学校学科创新引智计划（111计划）基地联合承办。暑期学校将于2026年8月24日至28日在中国大连东北财经大学举办。

With Jianshan Mountain and Xinghai Bay, beautiful Dalian welcomes you. The 2026 POMS Chinese Summer School is organized by the Production and Operations Management Society (POMS) and the China Society for Optimization, Overall Planning and Economic Mathematics, and hosted by Dongbei University of Finance and Economics, the Higher Education Management Sub-committee of the China Society for Optimization, Overall Planning and Economic Mathematics, the Liaoning Graduate Innovation and Academic Exchange Center for Public Management, and the 111 Project Base on Economic Policy and Operation under Big Data. The program will be held at Dongbei University of Finance and Economics in Dalian, China, from August 24 to 28, 2026.

一、学校宗旨：初心不变！
I. Purpose: Our Original Commitment Remains

2026年POMS中国暑期学校主题为“AI驱动的范式重塑：产业变革、韧性治理与管理创新”，旨在为中国高校从事运营管理、行为数据科学、人工智能与管理决策、数字经济、数字治理、数字政府、灾害管理、智慧城市管理、电子政务、产业研究与公共政策、技术管理等相关领域的广大师生，介绍人工智能时代生产运营管理和韧性治理的最新前沿进展和实践需求。

The theme of the 2026 POMS Chinese Summer School is AI-Driven Operations Management and Resilient Governance. The program aims to introduce the latest academic frontiers and practical needs in operations management and resilient governance in the AI era to faculty members and students working in operations management, behavioral data science, AI and managerial decision-making, digital economy, digital governance, digital government, disaster management, smart city management, e-government, industrial studies and public policy, technology management, and related fields.

POMS中国暑期学校长期坚持服务社会的公益性质。国际生产与运营管理学会（POMS）和中国“双法”研究会充分利用国际和国内管理学、经济学、公共管理、管理科学与工程等学科优势、师资团队和顶级国际学术资源，举办以运营管理和社会治理为主的暑期学校，让全国年轻学者和优秀研究生有机会了解和把握现代运营管理和社会治理的学术发展动态和最新研究成果，拓宽国际学术视野，提高创新研究能力，将国际最前沿的运营管理和社会治理理念、理论与中国丰富的管理实践结合起来，讲好中国故事，努力促进亚太地区长期繁荣和持久和平。

The POMS Chinese Summer School has long adhered to its public-interest mission. By drawing on the disciplinary strengths, faculty teams, and top international academic resources of POMS and the China Society for Optimization, Overall Planning and Economic Mathematics, the summer school focuses on operations management and social governance. It provides young scholars and outstanding graduate students in China with opportunities to understand the dynamics and latest research achievements of modern operations management and social governance, broaden their international academic vision, improve their research capability, and connect cutting-edge international theories with China’s rich management practices.

国际方法，中国问题。2026年POMS中国暑期学校聚焦“人工智能驱动的运营管理与韧性治理”，拟邀请运营管理、信息系统、公共管理、应急管理、数据科学、智能计算与期刊发展等领域的海内外知名专家授课。本次暑期学校将围绕人工智能驱动的运营管理创新、数智化供应链、智慧应急、韧性治理、平台治理、算法治理和高水平论文发表等主题开展课程与交流。

International methods, Chinese questions. Focusing on AI-Driven Operations Management and Resilient Governance, the 2026 POMS Chinese Summer School plans to invite leading scholars from China and abroad in operations management, information systems, public management, emergency management, data science, intelligent computing, and academic publishing. The program will offer lectures and discussions on AI-driven innovation in operations management, digital and intelligent supply chains, smart emergency management, resilient governance, platform governance, algorithmic governance, and high-quality academic publishing.

IV. Application: Join Us

暑期学校学员收取报名材料工本费500元/人（含培训资料、入学手册、文化衫和招待晚宴等，发票由东北财经大学相关单位出具）。本届暑期学校授课活动拟在东北财经大学校内会议室进行。同时，各班班委将组织丰富多彩的课余集体活动。扫描下方二维码即可完成报名。

A registration fee of 500 RMB per person will be charged for summer school participants (including training materials, admission handbook, T-shirts, and a welcome dinner; invoices will be issued by the relevant units of Dongbei University of Finance and Economics). The lectures are planned to be held in conference rooms on the DUFE campus. Class committees will also organize academic and cultural activities after class. 正式报名录取并完成学业的学员，将获得由国际生产与运营管理学会（POMS）和中国优选法统筹法与经济数学研究会共同颁发，并由相关负责人共同签名的2026年POMS中国暑期学校结业证书。

Participants who are formally admitted and complete the program will receive a certificate of completion for the 2026 POMS Chinese Summer School, jointly issued by POMS and the China Society for Optimization, Overall Planning and Economic Mathematics and signed by relevant representatives.

2026年POMS中国暑期学校面向全球海内外高校和科研单位拟招收正式学员150人，按照报名先后择优录取（报名采取微信扫码报名，二维码由组委会后续发布），报名截止日期为2026年8月15日。暑期学校重点招收海内外高校和科研单位的管理学、经济学、公共管理、管理科学与工程、信息系统、应急管理、数据科学等学科二年级以上硕士生、博士生和青年教师，要求学员具有良好的英文水平和较扎实的运筹学、统计学或相关定量方法基础。其中，已经在国际主流管理学期刊发表论文的作者、参评优秀论文的作者，将优先予以录用。

The 2026 POMS Chinese Summer School plans to admit 150 formal participants from universities and research institutions worldwide. Admission will be based on the order and quality of applications. Applications will be submitted by scanning a WeChat QR code, which will be released by the organizing committee. The application deadline is August 15, 2026. Priority will be given to second-year and above master's students, doctoral students, and young faculty members in management, economics, public management, management science and engineering, information systems, emergency management, data science, and related fields. Applicants should have good English proficiency and a solid foundation in operations research, statistics, or related quantitative methods. Authors who have published in mainstream international management journals and authors submitting papers for the outstanding paper competition will receive priority consideration.

临近报名结束，组委会将根据报名者具体条件进行筛选，剩余指标面向中西部地区高校和具有较好科研基础的报名人员倾斜。组办方拟于2026年8月18日至20日期间在东北财经大学公共管理学院和中国“双法”研究会高等教育管理分会网站上同时公布录取名单，并发出正式录取通知书。2026级暑期班入学后将组建班委会，课间时间和周末组织大家开展各种学术交流和文化活动。

Near the end of the application period, the organizing committee will screen applicants based on their qualifications, with remaining places giving appropriate consideration to universities in central and western China and applicants with strong research foundations. The admission list is planned to be announced from August 15 to 17, 2026, on the websites of the School of Public Administration at DUFE and the Higher Education Management Sub-committee. Formal admission letters will be issued accordingly. After enrollment, the 2026 summer class will form a class committee and organize academic exchange and cultural activities during breaks and on the weekend.

五、论文投稿交流评选：期待着思想碰撞
V. Paper Submission and Presentation: We Look Forward to Intellectual Exchange

为促进人工智能、运营管理与韧性治理的交叉研究，POMS中国暑期学校举办学术论文交流活动，面向国内外学者、博士生及优秀硕士生征集高质量英文论文。所有论文投稿将根据评审意见，给出是否录用的决定。录用论文根据评审意见，分为口头汇报（Oral Presentation）和墙报展示（Poster Session）两类，并颁发优秀论文证书。

To promote interdisciplinary research on artificial intelligence, operations management, and resilient governance, the POMS Chinese Summer School will organize an academic paper exchange session and invite high-quality English papers from scholars, doctoral students, and outstanding master's students worldwide. All submissions will be reviewed, and accepted papers will be assigned to either Oral Presentation or Poster Session based on review comments. Outstanding paper certificates will be awarded.

所有投稿论文需为原创未发表作品，组委会将组织专家匿名评审。经过分组论文报告和优秀论文专家现场点评后，获得优秀论文奖的作者将在闭幕式上宣布获奖名单，并颁发获奖证书。优秀论文将推荐至合作期刊或2027年POMS国际会议。

All submitted papers must be original and unpublished. The organizing committee will arrange anonymous expert review. After paper presentations and on-site comments by experts, the winners of the outstanding paper awards will be announced at the closing ceremony and certificates will be issued. Outstanding papers will be recommended to partner journals or the 2027 POMS International Conference.

The summer school plans to hold a national faculty recruitment session in management-related fields on the morning of August 28, 2026.
