尖山星海，唯美大连。2024年POMS中国暑期学校由国际生产与运营管理学会（POMS）和中国优选法统筹法与经济数学研究会主办，中国科协国际合作部资助，东北财经大学、中国“双法”研究会高等教育管理分会、辽宁省公共管理研究生创新与学术交流中心和教育部“大数据背景下的经济政策与运行”高等学校学科创新引智计划 (111计划)基地和联合承办。2024年POMS中国暑期学期受到中国科协国际合作部资助。

一、学校宗旨

2024年POMS中国暑期学校主题“更智能、更绿色、更韧性的生产运营与社会治理”，旨在为中国高校从事行为数据科学、数字经济、数字治理、数字政府、灾害管理、智慧城市管理、电子政务、产业研究与公共政策、技术管理等相关领域的广大师生，介绍数字时代下生产运营管理和社会治理的最新前沿进展和实践需求。

POMS中国暑期学校长期坚持服务社会的公益性质，学员免收报名费。国际生产与运营管理学会（POMS）和中国“双法”研究会充分利用国际和国内管理学和经济学等学科优势、师资团队和顶级的国际学术资源，举办以运营管理和社会治理为主的暑期学校，让全国年轻学者和优秀研究生有机会了解和把握现代运营管理和社会治理的学术发展动态和最新研究成果，拓宽国际学术视野和提高创新研究能力，将国际最前沿的运营管理和社会治理理念和理论，与中国丰富的管理实践结合起来，讲好中国故事，努力促进亚太地区长期繁荣和持久和平。

二、2024年POMS中国暑期学校的授课教师团队

2024年POMS中国暑期学校聘请POMS创始人之一、POMS执委会主席/副主席、POM期刊执行主编、编委以及海外一批在运作管理和数字治理领域具有丰富教学经验的国际知名学者担任主讲教师，讲授基础课程理论及其前沿发展。

四、学员报名

POMS中国暑期学校长期坚持服务社会的公益性质，学员免收报名费。本届暑期学校授课活动将在东北财经大学图书馆报告厅进行。同时，各班班委将组织丰富多彩的课余集体活动。

正式报名录取并完成学业的学员获得由国际生产与运营管理学会（POMS）和中国统筹法优选法与经济数学研究会共同颁发，POMS执委会主席、POM执行主编和中国双法研究会理事长等共同签名的2023年POMS中国暑期学校的结业证书。

2024年中国暑期学校全球范围内面向海内外高校招收正式学员150人，按照报名先后择优录取（报名采取微信扫码报名，二维码见下图），截止2024年8月10日。暑期学校重点招收海内外高校和科研单位的管理学和经济学等学科二年级以上硕士生、博士生和青年教师，要求学员具有良好的英文水平和扎实的运筹学基础。其中，已经在国际主流管理学期刊发表论文的作者、参评优秀论文的作者，将优先予以录用。

临近报名结束，组委会将根据报名者具体条件进行筛选，剩余指标面向中西部地区高校和具有较好科研基础的报名人员倾斜。组办方将于8月11-14日期间在东北财经大学公共管理学院和中国双法高等教育管理分会网站上同时公布录取名单，并发出正式录取通知书。2024级暑期班入学后将组建班委会，课间时间和周末组织大家开展各种学术交流和文化活动。

五、优秀论文评选、招聘会和联系方式

暑期学校组织优秀论文评选活动，中英文征文选题和格式要符合《运筹与管理》和POM期刊投稿要求，具体参见http://www.poms.org/journal/。

参评优秀论文的作者需要报名参加暑期学校并被录用后，在8月10日前将论文全文发送到高教管理分会办公室邮箱scopehe@163.com，邮件标题注明POMS中国暑期学校投稿论文。

组委会邀请POM期刊资深编委、《运筹与管理》期刊常务副主编和分区主编等专家作为评委，经过分组论文报告和优秀论文专家现场点评后，获得优秀论文奖的作者将在闭幕式上宣布获奖名单，并邮寄获奖证书。

暑期学校将于8月23日下午举办全国高校人才招聘会（管理领域），招聘单位免费报名，并且自理全部费用。请有意参加人才招聘活动的单位联系人，于8月10日前将报名意向和招聘PPT发送到高教管理分会办公室邮箱 scopehe@163.com，以便安排宣讲活动。

七、东道主简介

国际生产与运营管理学会（POMS）是一个代表着来自世界各国生产运作管理领域专家学者的国际性学术组织，学会网址http://www.poms.org/。学会的宗旨是拓展和整合有助于生产运作管理的理解和实践的领域知识；面向管理人员、科研人员、教育工作者、学生、社会公众、企事业经营者、国家和当地政府传播生产运作管理的信息；促进生产运作管理提升绩效，世界范围内为制造和服务业组织提供培训。POMS中国暑期学校是国际生产与运营管理学会（POMS）在全球范围内创办的第一所暑期教育学校，将为POMS在其它国家开展类似教育活动提供宝贵的经验。

The 2024 POMS Chinese Summer School is sponsored by the Production and Operations Management Society (POMS) and the Chinese Society of Advanced Selection Methods and Economic Mathematics. The 2024 POMS Chinese Summer School is supported by International Cooperation Department of China Association for Science and Technology.

1. Purposes of Summer School

The theme of 2024 POMS Chinese Summer School is "More Intelligent, More Green, More Resilient Production Operations and Social Governance", which aims to meet the needs of teachers and students of Chinese universities engaged in behavioral data science, digital economy, digital governance, digital government, disaster management, smart city management, e-government, industrial research and public policy, technology management and other related fields. The summer school introduces the latest advances and practical requirements of production operation management and social governance in the digital age.

POMS Chinese Summer School has long adhered to the nature of serving the public welfare. The Production and Operations Management Society (POMS) and the China "Double-method" Research Association make full use of their academic advantages in international and domestic management disciplines, faculty teams and extensive international academic resources to organize summer schools focusing on operations management and social governance. To provide young scholars and outstanding postgraduates across the country with the opportunity to understand and grasp the academic developments and latest research results of modern operations management and social governance, broaden international academic horizons and improve innovative research capabilities, and combine the most cutting-edge international operations management and social governance theories with China's rich management practices.

It is great honors that the Summer School has invited the members of POMS, the member of editorial board of POM journal and a group of renowned overseas scholars with rich teaching experience as teachers and lecturers. They should teach the foundation courses and cutting-edge developments of POM. All courses are taught in English or Chinese.

The office of POMS Summer School is a permanent institute, which is responsible for the daily operation and management of summer education school. The Summer School Office is located at: Room 105, Shixue Building, Dongbei University of Finance and Economics (Postcode: 116025).

4. Trainees Enrollment

POMS Chinese Summer School adheres to the nature of serving the public welfare, and does not charge students registration fees. After the end of the epidemic, the summer school teaching activities will be held in the library Lecture Hall of Dongbei University of Finance and Economics. At the same time, the class committee will organize a variety of after-school collective activities.

Students who have formally enrolled and completed their studies will receive the certificate of completion of 2024 POMS Chinese Summer School jointly issued by the Production and Operations Management Society (POMS) and the Chinese “Double-method” Society, and signed by the Chairman of the POMS Executive Committee, the Executive editor of POM and the Chairman of the Chinese Society of “Double Law methods”.

In 2024, Chinese Summer School will recruit 200 formal students from colleges and universities at home and abroad, and will be selected according to the application (Wechat scan code registration is adopted, the two-dimensional code is shown as below), until August 10th, 2024. Especially, we welcome the second-year or above postgraduate students, doctoral students and young teachers in management, economics, finance and other disciplines from Chinese and overseas universities and research institutions. Trainees should have a good level of English and the appropriate foundation of operational research. Among them, the students who have published their papers in international mainstream management journals and participated in the evaluation of excellent papers will be given priority to be recruited.

Near the end of the registration, the organizing committee will select according to the specific conditions of the applicants, and the remaining indicators are tilted toward the universities in the central and western regions and the applicants with a good scientific research foundation. At the same time, the Organizing Committee will cooperate with the "Soaring Plan" of the Beijing Municipal Education Commission to carry out popular science publicity activities, and open some registration indicators for popular science activities.POMS Chinese Summer School is free of registration fee through QR code scanning on wechat. The organizers will announce the admission list and issue an official acceptance letter on August 10th on the follow websites.

5. Excellent paper evaluation, Recruitment and Collective Activity

Summer school organization excellent working papers evaluation activity, in both Chinese and English. Topics and format should be conformed to the journal of Operations Research and Management Science (Chinese) and POM journal submission requirements, specific see http://www.poms.org/journal/. 

To participate in the selection of excellent papers, the authors need to register for the summer school and be accepted, and then send the paper to the school office email scopehe@163.com before August 10th. The subject of the email should be marked with submission of papers by POMS China Summer School. After the parallel session’s report and the expert comment on the spot, the winners of the Excellent Paper Award will be announced at the closing ceremony and their certificates will be mailed.

The organizing committee invites senior editorial board of POM Journal, executive deputy editor and regional editor of Operation Research and Management Science Journal as judges. After the report and the on-site comments of excellent paper experts, the authors who have won the excellent paper award will announce the list of winners at the closing ceremony and mail the award certificate. 

In the afternoon of August 23th, the Summer School will hold the national university talent recruitment activity in the field of operation and management. The recruitment unit will register for free. In addition, the contact person who is interested in participating in the talent recruitment activities should pay all his/her own expenses, and send the publication intention and recruitment PPT to the office email scopehe@163.com before August 10th, so as to arrange the promotion activities.

The class committee will be set up after the admission of 2024 POMS Chinese summer school, and various academic exchanges and cultural activities will be organized during breaks and weekends.

6. Wonderful Review of Previous Activity

The first POMS China Summer School was successfully held at Dongbei University of Finance and Economics from June 16th to 22th, 2019 with the theme of "Production and Operation Management Change in the Era of Big Data". Renowned scholars in the field of international production operations management, including Mr. Sushil Gupta, founding member of POMS; Mr. Subodha Kumar, Deputy Editor of POM Journal and President-Elect POMS; Mr. Nagesh Murthy, Past-president of POMS; POMS Coordinator Ms. Seema, senior editorial board member of POM Journal, Professor Liu Dengpan of Tsinghua University, Winner of the national talent title, Professor Tang Jiafu, Dean of the School of Management Science and Engineering of DUFE and other famous experts and scholars at home and abroad, taught, explained and preached to 200 graduate students and young teachers from all over the country. Since the registration system was opened in February 2019, it has received a warm response from teachers and students of universities across the country. After the early deadline at the end of April, a total of 265 people signed up, and the elimination rate is one quarter. Among various events such as POMS International conferences, seminars and summer schools held in various countries and regions around the world, the 2019 POMS Chinese Summer School was ranked as the number one outstanding international academic event (http://www.scopehe.com/page10?article_id=201).

Production and Operations Management Society (POMS) is an international professional organization representing the interests of POM professionals from around the world. The purposes are: to extend and integrate knowledge that contributes to the improved understanding and practice of production and operations management; to disseminate information on POM to managers, scientists, educators, students, public and private organizations, national and local governments, and the general public; and to promote the improvement of POM and its teaching in public and private manufacturing and service organizations throughout the world.

Chinese Society of Optimization, Overall Planning and Economic Mathematics (SCOPE) is initiated by the famous mathematician Loo-Keng Hua. It is an important professional organization of Chinese scientific and technological workers who engaged in the optimization, overall planning, economic mathematics, and management science, etc. Since its establishment on May 18, 1994 with the approval of the Ministry of Civil Affairs - The society’s website is http://www.scopehe.com/, the Higher Education Administration Branch is a national, academic and non-profit social organization, which is voluntarily formed by relevant social organizations, institutions and educators in the field of higher education in China and engaged in scientific research and practical exploration of higher education. The Branch implements the educational policy of the Party and the state, adheres to the principle that higher education serves the socialist modernization construction, regards “strengthen moral education and cultivate people” as the fundamental task of education, strives to run a good education, and serves to build a strong country in higher education.

The School of Public Administration of DUFE was established on September 8th, 1999. In 2006, it was approved to authorize a doctor's degree in social security and a master's degree in the first-level discipline of public administration. In 2011, it was approved to authorize a doctor's degree in the first-level discipline of public administration. In 2012, it was approved to establish a postdoctoral research mobile station in the first-level discipline of public administration. At present, the School of Public Administration has a doctoral program in the first-level discipline of public administration.
