2023年应急管理数据建模大赛7月8日正式启动

The 2023 Emergency Management Data Modeling Competition was officially launched on July 8

尊敬的应急管理数据分析爱好者：

Dear enthusiasts of emergency management data analysis,

为促进基于数据驱动的应急管理理论研究和实践应用，东北财经大学公共管理学院、大连市万众应急救援队和《运筹与管理》杂志社面向海内外联合发布2023年应急管理数据分析大赛。本次比赛旨在挖掘和应用数据分析技术，提高应急管理决策的科学性和智慧化水平。

In order to advance research and practice in the field of emergency management, the School of Public Administration, Dongbei University of Finance and Economics, Dalian Wanzhong emergency rescue team, and Operations Research and Management Science periodical office are pleased to jointly publish the 2023 Emergency Management Data Analysis Competition. The competition aims to explore and apply data analysis techniques to improve the scientific and intelligent level of emergency management decision-making.

以下是本次比赛的参赛说明：

The following are the instructions for participating in this competition:

一、参赛内容：

I. Contents of the Competition:

大连万众应急救援队为参赛者提供自2020年以来近5000余次救援/培训任务的相关数据，每份数据涉及求助信息记录、任务指派和调度记录、队员出勤和参与情况、出勤资源配置记录和任务执行结果等要素。欢迎国内外研究人员基于这些应急救援数据集，围绕着大安全大应急框架下防灾减灾下沉基层的实施路径、政府部门与非政府组织目标差异下的应急救援任务协调、大安全大应急框架下社会救援力量的参与途径、互联网时代下社会公益救援组织的运行模式优化、政府数据与资源开放和共享的应急数据治理、数据驱动下走失人员追踪搜救措施优化和基于GIS的城市急救资源优化配置等若干重要的实践需求，鼓励参赛者开发质性研究、计量经济模型、数据驱动的优化技术、社会仿真模型和智能算法设计等，着力解决数据驱动下应急管理的实践需求，并做出适度的理论前瞻。更多信息，请参考《运筹与管理》2023年第32卷第6期的文章《数据驱动下应急管理的实践需求与理论前瞻2023 年“万众杯”应急管理数据分析大赛》^[1]。

 Wanzhong Emergency Rescue Team provided participants with data related to around 5,000 rescue/training missions since 2020, each data related to the record of help information, task assignment and scheduling records, team attendance and participation, and attendance resource allocation records, as well as task execution results. Welcome researchers at home and abroad based on these emergency rescue datasets, to focuses on some important practical demands, such as the implementation path of disaster prevention and mitigation under the framework of macro-security and macro-emergency, the coordination of emergency rescue tasks under the different goals of government agencies and NGOs, the participation path of social rescue forces under the framework of macro-security and macro-emergency, the optimization of the operation modes of social public welfare rescue organizations in the Internet era, the emergency data governance of opening and sharing with government data and other resources, data-driven optimization of tracking and rescue measures for lost personnel, optimal allocation of urban first aid resources based on GIS, and so on. Participants are encouraged to develop qualitative research, econometric models, data-driven optimization techniques, social simulation models and intelligent algorithm design to address the practical needs of data-driven emergency management and make appropriate theoretical foresight. 二、报名时间：

II. Registration Period:

报名时间自2023年7月15日起，至2023年9月1日止。请参赛者在规定时间内完成报名手续。获得报名资格的参赛者需要在2024年6月30日之前提交参赛论文，参赛论文的投稿邮箱scopehe@163.com。

The registration period starts from July 15, 2023, and ends on September 1, 2023. Participants are required to complete the registration procedures within the specified time. Eligible participants are required to submit their papers by June 30, 2024. Submissions should be sent to scopehe@163.com.

三、报名方式：

参赛者需要下载并填写“附件1 参赛报名表”，并在报名截止日期前发送到指定邮箱scopehe@163.com。组委会将根据报名信息对符合资格的参赛团队进行筛选。

Participants need to download and fill out “Attachment 1 - Registration Form”, and send the completed registration form to the designated email address scopehe@163.com before the registration deadline. The organizing committee will select eligible participating teams based on the registration information.

四、参赛数据：

IV. Competition Data:

获得参赛资格后，组委会工作人员将联系参赛者签署《2023年应急数据建模大赛数据版权使用协议》，完成协议签署后再点对点发送参赛数据。参赛者在使用数据时，必须严格遵守《2023年应急数据建模大赛数据版权使用协议》中的相关要求，包括但不限于数据保密、不得恶意篡改数据等。违反数据使用协议的参赛者将承担相应的法律责任。

After qualifying for the competition, the organizing committee will contact participants to sign the Data Copyright Use Agreement of the 2023 Emergency Data Modeling Competition, and send the competition data point-to-point after the agreement is signed. Participants must strictly adhere to the relevant requirements of Data Copyright Use Agreement of the 2023 Emergency Data Modeling Competition, including but not limited to maintaining confidentiality and refraining from malicious tampering. Any violation of the data usage agreement will result in corresponding legal responsibilities for participants.

五、评审和结果发布：

V. Evaluation and Results Announcement:

组委会将于2024年7月2日发布入围稿件，同时启动论文的评审、修改和答辩工作。组委会邀请《运筹与管理》编委会成员和该领域资深专家组成专家组，进行优秀论文评选和答辩工作。最终评审结果预计将于2025年6月下旬发布，并优先安排在2025年《运筹与管理》期刊正式发表。评审结果将通过《运筹与管理》杂志社网站（http://www.jorms.net/CN/1007-3221/home.shtml）、东北财经大学公共管理学院官网（https://spa.dufe.edu.cn/）、中国双法研究会高等教育管理分会官网（http://www.scopehe.com/）同时发布。联合发起方大连万众应急救援队将为本次活动提供经费赞助，所有获奖者将获得一定数额的奖金。

The Organizing Committee will release the shortlisted manuscripts on July 2, 2024 and commence with the review, revision, and defense of papers simultaneously. The Editorial Board of Operations Research and Management Science as well as senior experts in the field are cordially invited by the Organizing Committee to form an expert group for selecting and defending outstanding papers. The final evaluation results are expected to be released in late June 2025, with priority scheduled for official publication on Operations Research and Management Science Journal in 2025. The outstanding results of manuscript review will be published simultaneously on the official website of Operations Research and Management Science (http://www.jorms.net/CN/1007-3221/home.shtml), the official website of School of Public Management, Dongbei University of Finance and Economics (https://spa.dufe.edu.cn/), and the official website of Higher Education Administration Branch of Chinese Double-method Society (http://www.scopehe.com/). The event is sponsored by Dalian Wanzhong emergency rescue team, with a certain amount of prize money awarded to all winners.

六、出版机会：

VI. Publishing Opportunity:

所有获奖论文均优先在《运筹与管理》期刊的正刊上发表。获奖参赛者将有机会在该领域展示自己的研究成果，并与同行学者和应急管理实践人员进行深入交流。如果参赛者选择国外UTD24顶级期刊渠道发表研究成果，需征得组委会的书面同意，具体细则见《2023年应急数据建模大赛数据版权使用协议》第四项。

All winning papers are preferentially published in the regular issue of the journal Operations Research and Management Science. The winning entrants will have the opportunity to present their research results in the field, and engage in in-depth exchanges with fellow scholars and emergency management practitioners. If participants choose UTD24 top journals to publish research results, they must obtain written consent from the Organizing Committee. Please refer to Item 4 of the “Data Copyright Use Agreement of the 2023 Emergency Data Modeling Competition” for further information.
